Senior, small, and built around the researcher

A white-paper engagement at this size is best served by senior people who do the work themselves. Four people are named below and carry the deliverables, each with a signed Letter of Commitment accompanying our proposal. Around them sits a small advisory bench engaged for judgment on specific questions, described by function because no one is named here without approving the language first.

The model

We carry the apparatus; the researcher's argument is the product

Most consulting delivers the firm's conclusions with an expert's name attached for credibility. This engagement is built the other way around.

HSG carries the apparatus

The contract, the administration, the production capacity, the research tooling, and the delivery schedule sit with us. A researcher joining this work does not take on procurement, invoicing, document production, or client management.

The researcher's argument is the deliverable

We are not assembling names to lend weight to conclusions we have already reached. Where an advisor holds a view, the deliverable carries their view, including where it cuts against ours. Advisors retain their intellectual property.

Named only with written consent

No advisor appears in a proposal, a research note, or on this site without approving the language first, in writing. That is why the seats below are described by function rather than by name while conversations are still open.

Compensated for judgment, not attendance

Seats carry defined milestones with honoraria attached, guaranteed on award rather than left to as-needed discretion. We would rather pay properly for a small amount of the right person's time than fill hours with generalists.

Michael M. Kubayanda

Senior Advisor · postal regulation and economics

Michael M. Kubayanda. Served as a Commissioner of the Postal Regulatory Commission from 2019 to 2025, and was its Chairman from 2021 to 2025. Earlier in his career he served in the Office of Inspector General's research group, and subsequently led the OIG's government relations and public affairs functions. Before that he was counsel to the House Committee on Oversight and Government Reform, and worked in the Postal Service's Government Relations and Pricing groups. He has worked on technology policy and management issues in his government roles, as an investor and privacy advisor to a technology startup, and as a Google Policy Fellow. He holds degrees from Georgetown University, Northwestern University, and The Ohio State University.

Jelani leads HSG's research and digital practice. He has built and shipped more than twenty live web platforms for government-facing engagements, which is the vantage point this study needs: the UX review and monetization analysis come from someone who designs, instruments, and operates digital products, not only evaluates them. He has led HSG responses and research support across HUD, USDA, VA, and state and local clients.

Comparative Research Lead · institutional and market analysis

Maurice served 38 years with the U.S. Department of Agriculture's Foreign Agricultural Service, retiring from the Senior Foreign Service. The discipline he practiced for four decades was structured market and institutional research: establishing what a market or an institution actually is, on the evidence, and writing it up so a government reader could act on it. Task 1a is that discipline applied to American organisations. Deciding which entities are genuinely comparable to the Postal Service, and defending the choice in writing, is the same analytical work he produced on a recurring cycle for the U.S. government.

Pier Luigi Parcu

Comparative Regulatory Economics Advisor · network industries

Professor Parcu directs the Centre for a Digital Society at the European University Institute in Florence and has chaired Studio Economico Parcu in Rome since 2003. He spent nine years as Director of Investigation at Italy's competition authority, then served as Chief Executive of GRTN, the national electricity grid operator, an infrastructure business carrying universal access obligations under regulated pricing. From 2010 to 2012 the European Commission appointed him monitoring trustee for the divestment of several European gas pipelines, judging whether separated infrastructure entities were genuinely comparable and independently viable. He has co-directed the Conference on Postal and Delivery Economics since 2015. Ph.D. and M.A. in Economics, UCLA; Laurea cum laude, University of Rome La Sapienza.

He has read our demonstration paper and written that its thesis matches a presentation he gave recently at a European postal conference, and that the Postal Service needs outside help to find new market opportunities.

The adversarial seat is deliberate. A revenue study that only convenes people sympathetic to its conclusions is worth less than one that pays a credible skeptic to attack them before publication.

Method and verification

How this research is produced

House Strategies Group uses AI tooling in the first pass of a literature: sweeping sources, assembling benchmark matrices, and drafting. It is fast, and on its own it produces confident errors that only a person who knows the subject will catch. Everything published in a deliverable is therefore verified against a primary source and dated, findings that cannot be confirmed are labeled unverified rather than asserted, and subject-matter reviewers are engaged and paid specifically to challenge what the first pass produced. The materials on this site are a preliminary evidence base built before the bid; the research notes contemplated by the Statement of Work would be held to the standard just described.
