An evaluator should not have to guess whether a bidder's pre-award material is current. It is not, unless we say so and show the change.
Task 1 changed from a foreign-post benchmark to a domestic-entity benchmark
- Task 1 now benchmarks USPS digital channels against relevant DOMESTIC entities. The foreign and international comparison is removed from the Statement of Work entirely.
- New Task 1a: propose a comparison set of no more than six domestic entities comparable in some way to the Postal Service, public or private, each with a written rationale. Delivered in Word one month after kickoff, ahead of the research note.
- Unique visitors across digital platforms is offered as one relevance factor, and the SOW explicitly invites offerors to propose others.
- Task 1 splits into two deliverables: the comparison set at one month, the research note at three months. Deliverables renumbered to ten.
- The date and hour for receipt of offers is not extended.
Amended solicitation and published Q&A
- Buyer answers issued to all five firms in the limited competition, including confirmation that key personnel may be engaged under a teaming agreement rather than as employees, and that the five-year past-performance window means work active between August 19, 2021 and August 18, 2026.
What changed here when the scope changed
Our RFI response and the demonstration white paper on this site were written against the Statement of Work as originally issued, which asked for a benchmark against foreign postal operators. Amendment 0002 removed that comparison and replaced it with a benchmark against relevant domestic entities. We have not deleted the foreign-post research. It was real work, it is still the evidence base behind our comparability method, and it is kept on this site as provenance rather than as a proposed deliverable. What the amended Task 1 asks for is the harder question, and it is now what this portal leads with: deciding which domestic organisations are genuinely comparable to a chartered entity that carries a universal service obligation, is funded by ratepayers rather than appropriations, competes commercially, and answers to an independent regulator.
